Agricultural Land Conversion (Exclusion from Agricultural Production)
The administrative procedure that formally excludes land from agricultural or forest production so it can legally be used for construction — a separate step from, and usually a prerequisite to, obtaining a building permit on farmland.

Agricultural land conversion (commonly called odrolnienie gruntu) is governed primarily by the Act of 3 February 1995 on the Protection of Agricultural and Forest Land, and proceeds in two conceptually separate stages. The first is a change in the land's designated use in the local zoning plan or a building conditions decision, shifting it from agricultural to building land. The second, distinct step — the actual wyłączenie z produkcji rolnej (exclusion from agricultural production) — is an administrative decision required before construction can begin, particularly for the highest-quality soil classes, and it can carry a one-off fee payable to the relevant authority.
Lower-quality agricultural land, and land already designated for building in an approved zoning plan, is often exempt from the formal exclusion procedure or subject to a simplified path — the exact requirement depends on the soil class and the plot's legal designation, which is why checking both the zoning status and the soil classification early is essential before assuming a plot is buildable.
